Cash on delivery & PayPal

I want to ask how I can automatically set the Payment to "Cash on delivery" for the users where their locations are uncovered by paypal like LEBANON.

The system can not automatically check if PayPal accepts a payment or not because of the  customers location. But you can additional select 'COD' from the payment types selector of module CAT_StoreSettings. You can also restrict payment methods for certain customers via module CAT_Customers.
