No, you can not setup prices per country.
Prices rules can have the following parameters: Product, Also purchased Product, User, User Role, Product Category, Price Group, Minimum Price, Coupon Code, Start Date and End Date.

Can I set up a minimum quantity order without having to set quantities (like where you have to add quantity blocks such as 10, 20, 30, etc...)
