I think you can setup something like that in price rules.  I'm looking for a true coupon code percentage discount of an entire order.  My client ships DVDs (for endurance athletes) and each case contains a coupon code for 10% off their next order. 

After trying several customizations I'm waiting for the percentage coupons in the next release from Catalook.
